Solicitation of Qualifications
FROM PROFESSIONAL ENGINEERING FIRMS FOR THE TOWN OF
PEARISBURG WWTP/SEWAGE COLLECTION SYSTEM
The Town of Pearisburg Invites Statements of Qualifications (SOQ)
from qualified engineering firms for engineering services to include
studies, design, permitting, funding assistance, bidding and
advertising, and construction contract administration services for
the Town's Wastewater Treatment Plant and Sewage Collection
System.
Statements of Qualifications will be considered based on the following
criteria:
1. Familiarity and verifiable experience with upgrading, design and
operational methods of typical wastewater treatment plants in
southwest Virginia (20%).
2. Knowledge and experience with funding agencies of wastewater
projects in southwest Virginia (15%).
3. Qualifications and experience of individuals on project team
(20%).
4. Capability to perform services in a timely manner (20%).
5. Experience with upgrades and rehabilitation of sewage
collection systems to reduce inflow & infiltration (25%).
Offerors will be evaluated based on the factors outlined in this
advertisement. Informal interviews may be conducted. Following the
evaluation process, offerors, if an agreement is satisfactory and
advantageous to the Town and considered fair and reasonable, the
award shall be made to that offeror. Otherwise, negotiations with the
offeror ranked first shall be terminated formally, and negotiations
conducted with the offeror ranked second and so on until a satisfactory
agreement is reached.Six (6) copies of the SOQ shall be submitted in a sealed envelope
marked “Town of Pearisburg - Engineering Services for WWTP/Sewage
Collection System” and received no later than 3:00 p.m. (local prevailing
time) on Tuesday, July 27, 2021. SOQ’s received after the above date/
time will be rejected and returned to the offeror unopened. It is the
responsibility of the offeror to ensure its SOQ is received at the
appropriate location and by the designated time. No faxed or
electronic SOQ’s will be accepted.

The Town will not reimburse responding firms for any expenses
incurred in preparing a response to this solicitation. The Town reserves
the right to accept or reject any and/or all submissions and to waive
any formalities it deems appropriate. The Town is an Affirmative
